In early 2023, the Study Team invited the Hong Kong Institute of Architects, the Hong Kong Institution of Engineers, the Hong Kong Institute of Landscape Architects, the Hong Kong Institute of Planners, the Hong Kong Institute of Surveyors and the Hong Kong Institute of Urban Design to form the " Task Force on Planning and Design of Proposed Kau Yi Chau Artificial Islands ". The design of Kau Yi Chau Artificial Islands (KYCAI) embodies the spirit of public participation in planning a core area of a new generation. The Study Team concludes the 2023 session with Task Force on Planning and Design of Proposed Kau Yi Chau Artificial Islands (KYCAI). The Task Force thanked the Study Team for considering opinions of the professional institutes and accepted various suggestions regarding "Sustainable Design of KYCAI" and "Smart/15-minute Neighbourhood"

Ms Bernadette Linn, Secretary of Development, attended the ‘Economic Forum - Land Creation and Financing Prospects for Hong Kong’s Future’ held by Our Hong Kong Foundation and addressed the strategic importance of the Kau Yi Chau Artificial Islands and Northern Metropolis in her keynote speech.
